Rap Engagement

Cross Cultural Consultants has been working with Power and Water Corporation to conduct stakeholder engagement with their internal Aboriginal and Torres Strait Islander staff, and relevant external stakeholders within the organisation’s sphere of influence. During the COVID-19 pandemic, CCC adapted our usual best practice engagement practices so that the engagement could continue to be conducted through video conferencing platforms. Throughout the engagement CCC has recorded feedback in detailed reports so that stakeholder input can be incorporated into Power and Water’s upcoming Stretch RAP. CCC is also working with Power and Water to design their Cultural Learning Framework as a part of the RAP development process.

Narragunnawali Reconciliation Action Plan

Cross Cultural Consultants has worked with Haileybury Rendall School in Darwin as a part of the School’s Cultural Awareness Program for their staff. During the school’s process to develop their Narragunnawali RAP, Haileybury Rendall approached CCC Director Jason Elsegood, to assist with this development and become a community member on their RAP working group. CCC provides mentoring and support as well as delivery of cultural learning and brokerage for the school to partner and engage with other Aboriginal businesses and stakeholders.

The school is committed to their reconciliation journey and celebrate the diverse identities and cultural heritage of the students and staff.

Cross Cultural Consultants has worked with CareFlight to assist the organisation with meeting, and aligning, their Cultural Learning Journey with their Reconciliation Action Plan actions and reconciliation vision. This is an example of how our training programs can help support cultural change across your organisation.

Training & Professional Development

Cross Cultural Consultants has designed and developed Agency, Aboriginal and NT specific learning programs and projects for the Northern Territory Government including;

  • eLearning programs and licensing
  • Aboriginal specific Mentoring and Coaching programs
  • Bullying and Harassment programs
  • Workplace Health and Safety programs

 

Aboriginal and Torres Strait Islander Staff Mentoring program

Cross Cultural Consultants designed and delivered Mentoring training specifically for Aboriginal Staff, including both mentors and mentees. This training was to support career progression and retention within the NT Government Department of Health. The Department initially introduced the program to support Aboriginal staff that were having challenges within the agency. The program was highly evaluated, and discussions are occurring for future and ongoing programs.

Cross Cultural Consultants has provided induction and support program and training to the Aborignal Employment Program Unit since its inception. The agency provides the program in Darwin, Katherine and Alice Springs to recruit, train and assist participants to gain qualifications and work towards long term employment positions. We are proud supporters of the program and look forward to seeing its success into the future and all the participants with their new careers in the NT Government.

 

Aboriginal and Torres Strait Islander Career Development

Cross Cultural Consultants designed and developed an Aboriginal and Torres Strait Islander staff training program aimed to improve workforce and career development within the Health Department. This two-day course was aligned to the NTG Capability Leadership Framework and provided participants with an opportunity to look at their current career path and plan where and how to grow skills and increase capacity to move up in their current workforce position.

 

Cross Cultural Training & Support

Cross Cultural Consultants have worked extensively with BMD Group, working towards the organisations goal of creating a culture that values and utilises the contributions of people from different backgrounds, and have been a part of the process of the company rolling out cultural awareness training at a national level. CCC recognises the enormous impact this kind of training has on helping the company to achieve their goal of improving opportunities for Aboriginal and Torres Strait Islander peoples, both within their project and corporate workforces. Our own role in this has been providing the BMD Group with over 45 courses delivered across Australia that have involved more than 1,000 of their workforce.

Cross Cultural Consultants works with the McArthur River Mine (Glencore) to support their cultural respect strategy and the actions within the strategy to ensure that it is rolled out effectively across the business. CCC provides a suite of services for MRM including cross cultural training, a cultural support hotline, and the design of resource materials to support continued and long term learning across the company. CCC is proud to have worked with MRM for 10 years and congratulates them on the roll out of their new cultural respect strategy.

Policy and Program Design, Review, Planning & Advice

Program Review

The IMPACT program, developed and run by the Foundation for Young Australians, was designed to support young Indigenous students to stay at school until the completion of Year 12, and to build a platform to transition them into the next stage of their lives. Cross Cultural Consultants conducted a review of the program and engaged stakeholders via personal one on one interviews and an online confidential survey.

The review outlined the program’s successes and learnings and identified opportunities for FYA to improve how it can best deliver enterprise skills and improve post-school pathways for Aboriginal and Torres Strait Islander students and young people.

 

Narrative Design and Advice

Cross Cultural Consultants worked as part of a collaborative team to develop a narrative that would be culturally and contextually relevant to Male Aboriginal Offenders coming before the courts or being considered for release from incarceration under Conditions of Release. The content was also written with consideration of the potential low literacy and numeracy skills of the end user. The final narrative was intended for use on iPads and other mobile devices as an application.

The objective of the project was to reduce the rate of re-offending of Aboriginal men subject to conditional release, through the use of first language tools to successfully explain their obligations. A ‘Choose Your Own Adventure Story’ was developed that created probable points of decision for men under supervision that would require them to make a choice between following their conditions of release or choosing an alternative and illustrating what the consequences might be.

Focus groups were held with Aboriginal people in Darwin from remote communities to identify which were the most common dilemmas for men on conditional release.

Once developed, CCC undertook a community engagement process for the new tool to be trialled in Yolngu Matha speaking remote communities along the Arnhem Land Coast and in Holtze Prison to test its effectiveness.

 

Strategy Review and Advice

CCC conducted a refresh of the Aboriginal Employment and Career Development Strategy 2015-2020 to review the overarching framework in which NTPS agencies can develop their own specific AECD Strategies that capture activities and initiatives relevant to their specific sector and business focus.

CCC facilitated all stakeholder engagement for the project across the NT. This included Northern Territory Government Departments, HR executives, Senior Aboriginal Reference Group members and Aboriginal staff across all regions. The facilitated approach involved a series of roundtable consultations unpacking the key themes of the strategy in terms of strengths and challenges, and suggestions for how the strategy could be improved.

CCC also conducted one on one interviews and an online survey to support the data collection and enable respondents to remain anonymous. The data collected was reported and utilised to create the refreshed strategy, to be endorsed by the Commissioner for Public Employment.

Community and Stakeholder Engagement

Culturally Appropriate Surveys

Cross Cultural Consultants worked in partnership with KPMG to develop a response to homelessness and rough sleeping in the Darwin, Palmerston, and Katherine regions, as well as undertake an assessment of the Alice Springs Apmere Mwerre Visitor Park.

On the ground community engagement was facilitated by CCC’s Aboriginal researchers in conjunction with interpreters, who were employed to manage the culturally appropriate flow of information between the community, key stakeholders, and the client.

CCC designed a survey that was relatable for Aboriginal people along with an engagement plan to identify the best time and locations for delivery of the survey. CCC partnered with interpreters and local Aboriginal Community Engagement Specialists (ACES) to conduct the survey.

Over 300 people were surveyed in the Darwin, Palmerston, and Katherine regions to gather important data to understand what services the NT Government could consider, assisting them out of their current situation. Individual focus group sessions provided another opportunity for homeless people and rough sleepers to further voice their concerns and provide information of their needs.

 

Aboriginal Engagement

The Northern Territory Government commissioned a Parliamentary Inquiry into Aboriginal Town Camp communities. Cross Cultural Consultants was part of a multi-organisation project consortium charged with delivering a review of 43 town camps across the NT. CCC’s role was as the cultural engagement experts and as community consultations leads in the field.

With the help of our Aboriginal Community Engagement Specialists, CCC guided informed conversations in each of the Town Camps. This process was centred on the inclusion of residents by allowing them to tell the story of the reality of their current living conditions. The results of the team’s initial consultations were then transcribed into culturally appropriate story boarding to provide clarity to the Town Camp residents about key issues and concerns that accurately depicted the reality of their day to day life.

The story boards formed the foundation for a vision to be developed. CCC then held consultations and workshops at each Town Camp to develop a unique vision that would depict the wants and needs of residents. These were visually represented by developing large pictorial images and landscapes printed onto vinyl mats for community members to confirm their story.

Finally, as part of the closing the loop process, CCC provided feedback to each Town Camp about the vision that was created.

 

Program Specific

Working in partnership with KPMG as part of a national consultation process, Cross Cultural Consultants facilitated community and stakeholder engagement throughout the Northern Territory, to help the Government understand ways to strengthen support for families and children to achieve better outcomes. This provided an opportunity for service providers, academic institutions, families with children, peak bodies and research centres to voice their views and perspectives on the current and future program funding provided by the Government and how they could achieve the best possible outcomes for families and children across Australia.

Over 400 stakeholders attended the consultations in 30 locations across Australia through a series of Roundtable sessions, targeting service providers of Family and Children Services, peak bodies, service providers not funded under Family and Children Services activity, academics, and Government officials. CCC also conducted Indigenous forums, targeting Aboriginal and Torres Strait Islander staff from service providers as well as community leaders and peak bodies, and Focus groups targeting families and children.

CCC also provided guidance to the overall report content to include Indigenous terms of reference and a Northern Territory perspective.
